The Lombard´s government system was Feudalism. As many of you hopefully know that system involved a king, vassals to the king, vassals to those vassals...knights, lords, and peasants.
The Lombard's government was not as strongly established because many of the kings were murdered by the Byzantines without heirs to the throne. The Lombards had a tradition with how Kings got crowned. They used an ¨Iron Crown¨ to crown all of the kings in the Lombard's chain of kings.

At the lowest point in Lombard history before the Lombards were taken over by Charlemange the Lombard Empire had to split up into duchies after Alboin and his succesor Cleph were killed by the Byzantines, and was not reunited until the officials came together and elected Authari king, and he reunited everyone.
